Request for Public Records Exemption
"OPT-OUT" FORM PROCEDURES
- Opt-out forms will be available online on our homepage at www.rocklandcountyclerk.com and in our office in New City.
- Forms can be mailed out if we are provided with a self-addressed stamped envelope (SASE). This SASE can be mailed to us.
- Forms will also be available for pick-up at the Sheriff’s Office, 55 New Hempstead Rd., front desk.
- Forms must be entirely completed and signed by the pistol license holder.

eRecording has started in the Rockland County Clerk’s Office…Here is what you need to know:
What is eRecording?
eRecording is the electronic recording of land record documents. It’s the process by which they are transmitted via the Internet to our office for official recording.
How do I eRecord documents?
All of the documents you eRecord with our office must be done through one of the portal companies listed below. To eRecord, you must sign up with one or both of these companies.
When did eRecording start?
As per NYS law, eRecording started in our office on 9/24/2012. Rockland was one of the first counties in New York State to go live with eRecording.
Is eRecording mandatory for the filing of all land records?
No, NYS law gives us permission to accept eRecorded documents but does not allow us to mandate it.
How is eRecording different from eFiling?
eRecording is the electronic filing of land records and eFiling is the electronic filing of court records.
Who are the portal companies and why should they be contacted?
They should be contacted to register to eRecord and inquire about their per document charge.
As of October 1, 2012:
When eRecording, please complete the TP-584 and RP-5217 forms online, in PDF format and submit electronically along with the deed.
It is now a requirement to use the online pdfs for both the RP-5217 and TP-584.
For deeds submitted via hard copy, complete the PDF form online, print and submit it with the deed.
The four-part forms are no longer required as long as the PDF forms are submitted.

Paul Piperato advises property owners to beware of a
deed copy scam. The County Clerk's office has received
calls from concerned property owners about communications
that they've received from "New York Retrieval,
Inc" offering to secure a certified copy of the
deed to their property for a fee of nearly $60.00. This
is about 10 times what it would cost to obtain a certified
copy directly from the Clerk's office, and non-certified
images can be viewed for free online.
